For decades, the global potash market has been controlled by a handful of giants.
Canada (Nutrien, Mosaic), Russia (Uralkali), and Belarus (Belaruskali) together held roughly 68 percent of global potash capacity. Then came the Russia-Ukraine conflict in 2022. Sanctions on Belarusian and Russian potash exports sent global prices soaring about 200 percent in just three months — from roughly $450 per tonne to over $1,200.
The shockwave forced every potash-importing country — China, India, Brazil, and the nations of Southeast Asia — to look for alternative supply sources. The closest, geologically most mature, and lowest-cost alternative pointed in one direction: Laos.
The Vientiane Basin in Laos holds one of Asia's largest potash deposits, with proven reserves of over 10 billion tonnes of potassium chloride. In the past five years (2021–2026), multiple Chinese companies — including Sinochem's subsidiary Sinofert, Asia Potash International, and Dongfang Tietie — have invested a cumulative RMB 20 billion in Laos, building an annual potassium chloride production capacity of over 5 million tonnes. At this pace, Laos is on track to become Asia's largest potash exporter by 2028.
That raises an immediate practical question: where do the people live?
Laos' potash deposits sit mainly in the Vientiane Basin, spanning Vientiane City, Vientiane Province, and Khammouane Province — concentrated around Ban Thong, about 80 km east of Vientiane, and near Thakhek in Khammouane Province.
These mining areas share the same characteristics: tropical monsoon climate, hot and dry in the dry season (November to April), hot and humid in the rainy season (May to October), with annual rainfall between 1,600 and 2,000 mm. The surrounding terrain is rural — villages, rice paddies, rubber plantations — with almost no urban infrastructure. The nearest town is 30 to 60 km away, and it has very limited capacity to host workers.
When a potash mine starts construction or expansion, the first thing to build is not processing equipment — it is the camp. Miners, engineers, and installation crews need somewhere to sleep, eat, and shower. Without that, nothing else happens.
In late 2025, a new potash mine near Thakhek, Khammouane Province, entered the equipment installation phase. Designed to produce 1 million tonnes of potassium chloride annually, with a total investment of approximately RMB 4 billion, the mine is a joint venture between Chinese investors and a Lao partner company.
The owner's first requirement was clear: provide accommodation and living facilities for the construction and operations teams entering the site in the first half of 2026. Total demand: roughly 800 beds, including dormitories, a mess hall, showers, offices, and a medical room.
The owner initially considered traditional concrete-block buildings and prefab panel houses. But both had hard limitations under Lao rainy-season conditions. Concrete construction would take at least four to six months, and all materials would need to be trucked in from Vientiane or Nong Khai (Thailand) — a nightmare during the monsoon. Ordinary prefab panel houses, using EPS sandwich panels, tend to develop mold, deformation, and seal failure within two years in Laos' high-temperature, high-humidity environment.
The eventual choice was modular flat-pack container units — a solution 9States had refined across multiple Southeast Asian projects.
The 800-bed camp was delivered in two phases: 420 beds in the first phase (April 2026) and 380 beds in the second phase (August 2026). Four optimizations were made specifically for Laos' tropical monsoon climate.
1. Roof insulation. During the dry season, daytime temperatures routinely exceed 38°C, and the steel roof panels of standard container units can reach 65°C on their outer surface. 9States used a double-layer roof structure: a 0.6 mm galvalume steel outer panel (reflecting about 65 percent of solar radiation), a 50 mm glass-wool insulation layer (thermal conductivity 0.038 W/m·K), and a perforated metal ceiling panel on the interior. Field measurements showed that at 38°C outdoors, the interior ceiling surface temperature stayed below 34°C. With ceiling fans running, the perceived indoor temperature was around 29°C — acceptable for tropical conditions.
2. Moisture control and ventilation. During the rainy season, relative humidity in Laos routinely exceeds 85 percent. Without moisture-proofing, clothes and bedding develop a musty smell within three days. 9States' solution: each dormitory room got a set of operable ventilation louvers at the bottom and top of the wall panels, using the stack effect to create natural airflow. The wall insulation material was glass wool (water absorption below 5 percent) instead of rock wool (around 60 percent). All steel frames and connectors were hot-dip galvanized, and a moisture barrier membrane was added beneath the flooring.
3. Drainage and flood prevention. The 800-bed camp site was relatively flat and close to the mine. Without proper drainage, standing water could exceed 30 cm around the camp during heavy rain. 9States surveyed the site elevation and designed a 2 percent outward slope from the center of the camp. Interceptor trenches were placed between each row of units, draining into a main channel that led to the mine's existing drainage system. Roof rainwater was routed through downpipes to permeable paving areas to reduce surface runoff.
4. Power supply redundancy. During the construction phase, the mine's electricity came from its own diesel generators, but supply was unstable. The camp was fitted with UPS-protected LED lighting to maintain minimum night-time illumination during outages. Each dormitory room had two USB charging ports and one 220 V outlet for mobile phones and small appliances.
The logistics route for these container units was unusual — because Laos is landlocked, there was no sea freight involved.
Step 1: Rail to Kunming. 9States' factory is in Jiangsu Province. To reduce transport distance, the flat-pack units were first shipped by rail roughly 2,300 km to Kunming, Yunnan Province (three days), where they were transferred and consolidated at a logistics hub.
Step 2: Cross-border rail and trucking. From Kunming to Vientiane, the route uses the China-Laos Railway (via the Boten-Mohan border crossing). Since the railway opened, freight travel time from Kunming to Vientiane has been cut to about 26 hours — two days faster than the all-road route. 9States used a hybrid approach: rail as the primary mode with road trucks for the final segments. All 76 container-loads of units were shipped in four batches, roughly one week apart.
Step 3: Inland transfer to the mine. From Vientiane, the remaining 350 km to Thakhek in Khammouane Province runs along Route 13. During the rainy season, road conditions worsen: about 60 percent of Route 13's Lao sections are paved, the rest is gravel, and tropical storms occasionally cause washouts. Heavy trucks averaged 35 to 40 km/h. Transit from Vientiane to the mine site typically took two to three days.
Total logistics time: about 10 to 12 days from the factory gate to the first delivery at the mine site. All four batches were delivered within five weeks.
Installation of the first 420 beds began in February 2026 — right in the middle of the dry season, with ideal weather conditions.
The site crew consisted of four 9States technical supervisors and 18 locally hired workers from Vientiane. Before arriving in Laos, the 9States team had completed a full-size pre-assembly of the entire camp at the factory — so on-site work was limited to foundation preparation and unit unfolding and fastening.
The camp layout followed an "I" shape: the central row housed public facilities (mess hall, showers, medical room, recreation room), with dormitory blocks on both sides — six rows per side, eight units per row. The mess hall was designed for two meal shifts, seating 200 people at a time. The shower block used ten industrial-grade electric water heaters (100 liters each), capable of handling peak-hour continuous shower demand.
The first phase took 17 days to assemble. The second phase started in July 2026 (mid-rainy season) and was delayed by rain, finishing in late August — about nine days behind schedule. For monsoon-season construction, that delay was within acceptable limits.
This mine is still under construction, with commercial production expected in 2027. All 800 workers will live and work in the 9States modular camp for at least two years.
Laos' potash significance to China is sometimes underestimated. China consumes roughly 18 million tonnes of potash fertilizer annually but produces only about 7 million tonnes domestically — the remaining 11 million tonnes must be imported. Laos is less than 500 km from China's Yunnan border. In terms of logistics cost and supply security, it holds an advantage that seaborne potash cannot match. When Laos' annual potash capacity rises from the current 5 million tonnes to 10 million tonnes (expected before 2030), China's dependence on Belarusian and Russian potash could drop from the current roughly 40 percent to under 20 percent.
That trend will inevitably drive continued investment in Laos' mining infrastructure — including worker camps.
