Mining developers in Central Asia face a recurring dilemma when planning worker accommodation.

On one side is the method that has been used for decades — buy local land, truck in cement, lay bricks, and wait for construction to finish. On the other is a solution that has only recently entered the Central Asian market — factory-prefabricated, flat-pack container units, shipped in standard containers and bolted together on site.

How big is the gap in cost, timeline, and quality between the two approaches? This article uses a real project scenario to make the comparison.

The Project Scenario

In early 2026, a gold mine in northern Tajikistan's Sughd Province entered its Phase 2 expansion. The mine is located on the northern side of the Zarafshan Valley, at an elevation of about 1,800 meters, roughly 320 km from the capital Dushanbe.

The mine needed accommodation and living facilities for 250 additional mining and processing workers, including:

  • 250-bed dormitory block
  • 150-person mess hall
  • Shower block and laundry room
  • Project office and medical room
  • Storage warehouse

Total floor area required: approximately 1,500 square meters. The mine's procurement department ran an internal cost estimate comparing two solutions: traditional brick-and-mortar construction versus modular flat-pack container units.

Option 1: Traditional Brick-and-Mortar Construction

Method: A local construction company would source stone, manufacture bricks, mix concrete, and build on site.

  • Wall construction and roofing: 10 weeks

If started during winter, construction would have to be delayed until at least April 2026. Winter temperatures in northern Tajikistan range from -5°C to -15°C — concrete pouring requires heated water and antifreeze additives, reducing construction efficiency by roughly 40 percent.

Logistics: Cement, steel reinforcement, and bricks could be sourced locally (Sughd Province has its own cement plant and building material markets). However, the mine is in a mountainous area — the last 12 km of the 45 km access road from the nearest building material depot is unpaved mountain road, prone to small landslides during the rainy season.

The units are folded, packed into 40-ft containers, and shipped by sea and rail to the mine site. On-site work is limited to foundation preparation and bolt-connected assembly.

  • Sea + rail + road transport: approximately 25 days
  • On-site installation: 8 to 10 days (two teams working in parallel)
  • Total: approximately 8 weeks (2 months), from order confirmation to move-in

Logistics route: Shanghai port → by rail to Horgos border crossing (Xinjiang) → Kazakhstan (Almaty) → Uzbekistan (Tashkent) → Tajikistan (Dushanbe) → Sughd Province mine site. Total distance: approximately 5,500 km, combining sea and rail.

Cost estimate (ex-factory + logistics):

  • Container units (fully prefabricated with MEP): approximately $105,000
  • Transport (containers + rail + road): approximately $28,000
  • On-site installation supervision (4 technicians, 2 weeks): approximately $6,000
  • Total: approximately $139,000

A hidden cost differential: If the brick-and-mortar option overruns by 2 months, the mine could start production one quarter late. For a gold mine producing roughly 3 tonnes of gold per year (at current prices around $2,400/oz), each month of delay represents approximately $6 million in lost revenue. From the owner's perspective, the camp cost itself is minor — the schedule impact is the real cost.

The Mine's Decision

The mine ultimately chose the modular solution. But not because it was $17,000 cheaper — that gap is negligible in a multi-million-dollar mine investment. The deciding factors were two:

First, schedule. The modular camp could be built and occupied in 8 weeks, versus at least 4.5 months for brick-and-mortar. This compressed the mine's Phase 2 expansion timeline by roughly 3 months — enabling earlier mill commissioning, earlier ore processing, and earlier positive cash flow.

Second, flexibility. If further exploration identified new ore zones requiring the camp to move deeper into the mine area, modular units could be fully disassembled and reinstalled. Relocation cost would be roughly 15 percent of the new-build cost. A brick-and-mortar camp, once built, is fixed permanently.

9States' product configuration for this project included: 75 mm rock wool sandwich panel walls, double-glazed PVC windows, hot-dip galvanized steel frames, PVC flooring, and stainless steel bathroom fixtures. Dormitories were standard twin rooms with two single beds, two wardrobes, a desk, and an ensuite bathroom. The mess hall was designed to halal kitchen standards (Tajikistan is a Muslim-majority country), with all stainless steel kitchen equipment and an exhaust system with grease filters.

The camp site sits on the northern slope of the Zarafshan Valley at a 3-degree natural gradient. Rainwater from roof drainage is collected in a storage tank for camp landscaping use. Since the mine area requires heating for six months of the year (October to March), each dormitory room was fitted with a 1.5-HP split-system air conditioner (heating and cooling), and the common corridors were equipped with radiators supplied by the mine's central boiler room.

Why Modular Is Gaining Ground in Central Asia

Tajikistan's case is not an isolated one. Across Central Asia — Tajikistan, Kyrgyzstan, Uzbekistan — mining investment continues to grow, but construction capacity remains severely constrained.

Tajikistan's construction sector faces a structural bottleneck: mining investment is rising, but the number of skilled local construction workers is not keeping pace. Roughly 800,000 Tajik workers are employed in Russia. Of those who remain in the country, only about 20,000 to 30,000 have concrete construction experience — scattered across the country, making it difficult for remote mine sites to recruit enough skilled labor when needed.

Modular construction bypasses this problem: 90 percent of the building work is completed in the factory. On-site work requires only foundation preparation and bolted assembly, which demands very little skill from the local workforce. A team of 15 to 18 local workers, supervised by 3 to 4 Chinese technicians, can complete the full assembly of a 250-person camp in 10 days.

This may be the single strongest advantage of modular construction in Central Asia's mining market — not cost, not speed, but the ability to deliver maximum built area with minimum on-site labor in an environment where skilled workers are scarce.
