Late last autumn, 9States received an inquiry call from Australia. The caller was a mid-sized coal mining company operating in Queensland's Bowen Basin. They were preparing for a new mine development — the first batch of underground mining equipment had already arrived on site, but they still didn't have accommodation for their workers.
"We need 500 beds. The contractor crews will be mobilizing in two months. Traditional construction won't make it in time. How fast can you deliver?"
Straightforward question. We checked our production schedule and replied: 40 days factory production, 35 days sea freight, 14 days on-site installation — about 90 days total. There was a few seconds of silence on the line, then: "Let's do it."
That was the starting point.
The mining company's requirements weren't complete at first. They knew they needed 500 beds but hadn't worked out the supporting facilities. We spent two days doing a thorough needs breakdown:
We sent the requirements list back for confirmation. The client added one more: "Air conditioning in every room. Summer apparent temperature in Queensland can easily hit 40°C."
Once confirmed, our structural engineers produced the design overnight.
The production line started turning.
500 beds were broken down into 125 standard 20-foot flat-pack container units, each accommodating 4 people. Each unit measured 2.4m wide × 6m deep × 2.6m high. The walls used 50mm rock wool insulated sandwich panels with B1-grade fire resistance. The roof was designed with a double-layer insulation system — 0.5mm color-bonded steel sheet on the outside, PVC ceiling board inside, with an 80mm air gap between — a reinforced design specifically for Australia's hot climate.
Flooring was 18mm cement fiber board overlaid with 2mm PVC wear-resistant flooring. The electrical system was wired to AS/NZS 3000 standards. Each room had independent RCD (residual current device) protection, and the main distribution panel was equipped with SPD (surge protective device) — summer thunderstorms in Bowen Basin are frequent.
By day 32, the first 40 units were packed. By day 40, all 125 units had completed production and were loaded onto trucks bound for the Port of Brisbane.
Sea logistics required precise calculation.
The voyage from Shanghai to Brisbane takes approximately 16 days. We booked COSCO's weekly liner service and made the planned sailing. All 125 units filled 16 × 40-foot high-cube containers. The customs documentation — packing list, commercial invoice, certificate of origin, fumigation certificate — was sent ahead to the customs broker in Melbourne.
Flat-pack container homes are classified under HS code 9406.00 for Australian import, with a 5% duty rate and 10% GST. The client engaged an industrial project exemption consultant and managed to defer the GST payment, which freed up their cash flow significantly.
Customs clearance at Brisbane took two days. Australian quarantine inspections are strict on timber packaging — since we used only fumigation-free plywood, we avoided any hold-ups for open-container inspection. The containers were picked up from the wharf the same day and trucked in batches to the mine site in Bowen Basin.
The distance from Port of Brisbane to the Bowen Basin mine site is about 900 km — the truck convoy took two days.
The installation crew consisted of 9 9States field technicians and 12 locally hired workers. The local crew were regular maintenance staff at the mine — they knew the site well and were reasonably skilled.
An unexpected incident occurred on the third day of installation. A locking pin on the crane hook snapped while lifting a container unit, causing the unit to swing and drop one side to the ground. Everyone on the team was startled — fortunately, the structure held. The impact damaged only a corner of the rock wool panel's color-bonded skin. After inspection, we confirmed the damage was cosmetic, not structural, and fixed it with metal repair compound in 30 minutes.
After this incident, we asked the local team to re-inspect all lifting gear load reports. No further issues occurred.
The installation pace was roughly 8–10 units per day: crane positioning and welding in the morning, waterproof joint treatment in between, then electrical, plumbing, and air-conditioning connections in the afternoon. By noon on day 10, 100 units were installed and basically ready for occupancy.
The mining company sent their project director for the final inspection. The Australian veteran was experienced — he walked in with a tape measure, spot-checked five rooms at random, measured dimensions, inspected welds, tightened screws, and climbed onto the roof to check the waterproofing. When he came down, his verdict was: "Not bad. Some welds could be smoother, but the structure is fine. Good to go."
We smiled and accepted that assessment.
The mess hall installation was trickier than the dormitories. Exhaust ducts, gas pipelines, triple-basin dishwashing sinks, cold rooms — these all required licensed tradespeople. We hired local certified plumbers for the gas and drainage connections. It took two extra days, but compliance is non-negotiable.
By the afternoon of day 14, everything was finished. 125 units, 500 beds, mess hall, offices, laundry, wastewater treatment, rainwater harvesting — all passed inspection on the first attempt.
The site manager's email, one week after move-in, read:
"The living conditions inside the units are better than we expected. The air conditioning works well, the hot water supply is reliable, and drainage is fine. Worker feedback has been largely positive — and as you know, getting an Australian miner to say 'it's okay' is already high praise."
"The only issue is that the drying room capacity is a bit small for peak hours. If you're doing any expansion in the future, consider industrial-grade dryers."

With the lessons and trust built during the first project, the second delivery took just 67 days from contract signing to handover. That's the beauty of modular flat-pack products: the first one is always a learning curve; the second one is replication.
Today, you'll still see shift workers eating breakfast in the container mess hall every morning. Nobody thinks it's remarkable anymore — because it's become part of their daily routine. For a camp project, that might be the best compliment of all.
