The country's gold reserves are predominantly concentrated in Siberia and the Far East, with the Krasnoyarsk Krai, Magadan Oblast, Chukotka Autonomous Okrug, and the Sakha Republic being the primary gold-producing regions. The Russian government has been actively promoting mining development in the Far East and Arctic regions in recent years, introducing a series of tax incentive policies to attract investment, and gold mining activity across Siberia continues to intensify.
However, most of Siberia's gold mines are located in permafrost zones near the Arctic Circle, with no towns or infrastructure within tens or even hundreds of kilometers. Winters in these regions last 7 to 8 months, with extreme minimum temperatures reaching as low as -50°C, and more than 200 days of the year are covered in snow. The core challenge facing mine operators is not ore grade — it is how to house people and keep them alive in these extreme environments.
A mining company operating a gold mine in the northern Krasnoyarsk Krai region of Siberia — needing approximately 500 additional workers for a deep-ore expansion project — contacted 9States to build a 500-bed modular worker camp.
Using conventional construction methods in the Siberian permafrost zone presents nearly insurmountable obstacles:
Permafrost is the single biggest technical challenge. When cast-in-place concrete foundations are used, the heat of hydration from the curing cement causes the frozen ground to thaw, leading to uneven settlement and structural cracking in the first thaw season. Brick-and-mortar construction is completely impossible in winter — concrete cannot cure properly below -30°C, and masonry mortar freezes before it sets. The annual "construction window" is only about three months (June to August). Traditional methods would require at least two construction seasons — approximately 18 months — to complete a camp of this scale, far exceeding the mine's production timeline.
Additionally, all building materials must be transported via the long Northern Sea Route or the Trans-Siberian Railway, followed by road transport, resulting in long lead times and extremely high costs. Construction workers require specialized cold-weather training and substantial premium pay.

The camp is divided into three functional zones. The accommodation area consists of 130 modular dormitory rooms with a mix of 2-person and 4-person configurations, each with a private bathroom and heating system. The public service area includes a 150-seat canteen (with preparation kitchen), medical room, laundry room, and sauna. The administration area contains 12 offices, one meeting room, and a communications room. All buildings are connected by fully enclosed heated walkways — not an optional upgrade but an absolute necessity in -40°C conditions.
The modules were manufactured at 9States' Shanghai factory in flat-pack form, each folding to approximately 30 cm thick for shipping in standard 40-foot containers.
Given the inland location in central Siberia, the logistics plan uses two complementary routes. The primary route departs from Shanghai, crossing the East China Sea, Yellow Sea, and Sea of Japan to reach the Russian Far East port of Vladivostok — a sea journey of approximately 1,800 km taking about 5 days. From Vladivostok, containers transfer to the Trans-Siberian Railway, traveling westward through Khabarovsk to Krasnoyarsk — a rail distance of approximately 4,500 km taking 8 to 10 days. At Krasnoyarsk, cargo is transferred to cold-weather-rated special trucks for an 800 km northward drive on federal highways to the mine site. The final 150 km of mine road requires all-terrain trucks operating on winter ice and snow surfaces.
A secondary route via the Northern Sea Route through the port of Murmansk is available primarily during the summer navigation window, covering approximately 13,000 km by sea and suitable for very large volume shipments.
Each flat-pack module can be assembled by a 4-person team in approximately 40 to 50 minutes (adjusted for workers wearing heavy cold-weather protective gear), using only hand tools with no heavy machinery required. 9States provided on-site heated mobile work shelters for tool preheating and worker rotation, with a schedule of 45 minutes of work followed by 15 minutes of rest.
