I was going through 9States' delivery records from 2022 to this year, and noticed an interesting pattern.
The same mining project ordered camps from 9States twice. First batch: 50–80 beds. Second batch: 200–500 beds.
At first I thought it was a procurement mistake. But after cross-referencing several projects, it became clear — this isn't an exception. It's the normal rhythm of mine development. And the reason is simple: what an exploration camp needs and what a production camp needs are completely different things.
This article covers a detail that rarely gets discussed.
Between discovery and production, a mine goes through 5–10 years of work. The earliest stage is exploration — geological teams go in, drill core samples, and estimate reserves.
What does an exploration camp look like?
I found a set of drawings for a copper project in the Peruvian Andes. Exploration-phase configuration:
The occupants were mostly geologists, drill operators, and local guides. All male, long working hours, rarely at camp — basically "come back to sleep, eat, and shower."
This configuration doesn't need to be comfortable. It just needs to meet three conditions: a place to sleep, a place to shower, and a place to eat.
Key point: exploration camps don't need compliance approval. An exploration team is usually drilling a few holes within a mining concession — no permanent structures above ground, so local authorities don't regulate them.
Once economically recoverable reserves are confirmed, the mining company starts a feasibility study. That's when they face a critical decision: expand the existing exploration camp, or build a new camp at a different location?
In most cases, the answer is: build on a new site.
Three reasons why.
Exploration drill holes are usually positioned right next to the ore body. By the time production begins, that area has either become the open pit or the portal entrance — nothing can be built above it.
That's exactly what happened with 9States' Peruvian project. The first exploration camp was 200 meters from the drill area. When the project moved into the construction phase, that location fell inside the blast safety zone of the pit. All buildings had to be demolished or relocated.
Fifty beds are fine for exploration. During production, a mine needs 300–800 shift workers. The exploration camp site doesn't have room for that many buildings — not just the rooms, but the entire supporting infrastructure: water supply, electrical capacity, sewage treatment all need to scale up by several times.
Expanding on the original site often costs more than building fresh somewhere else.
Exploration phase: only dorms, kitchen, and showers.
Production phase requires:
The original site physically cannot accommodate this.
Choosing a new location for the production camp involves factors that the exploration team never had to think about.
Blast safety distance. Open-pit blasting has vibration and fly-rock safety requirements. New Zealand regulations require camps to be at least 500 meters from the blast zone. Australia's standard is 300 meters minimum. Different countries, same principle — don't build the camp within the blast influence radius.
Wind direction. Processing plants generate dust. The camp needs to be upwind. On 9States' Mongolian coal mine project, the site selection team spent three days measuring wind patterns — because the prevailing wind changed between summer and winter, and they needed to avoid dust from both directions.
Water. A production camp's water consumption is 10+ times that of an exploration camp. Finding a location with a stable water source — without competing with the local community — is increasingly important. Peru's 2025 regulation explicitly requires camp water plans to be approved by the affected community.
Access. Production means hundreds of workers rotating in and out every day, plus dozens of truckloads of supplies every week. The camp can't be too far from the main road — but it also can't be too close (safety and noise concerns).
Land use. Even within a mining concession, surface land rights aren't automatic. In Australia, some projects face restrictions from "heritage protection zones" — camp locations must avoid indigenous sacred sites. In Indonesia, surface rights on a mining concession must be negotiated separately with the landowner.
In 2023, when 9States was developing a camp plan for a nickel mine in Central Sulawesi, Indonesia, the client initially wanted to expand the existing exploration camp. The reasoning: save time and avoid paying additional land rent.
9States' technical team visited the site and identified two problems.
First, the original site was only 400 meters from the planned processing plant location, and it was downwind. Once the plant started operating, the camp would be exposed to constant noise and dust.
Second, the site had a concrete hardstand but no underground drainage. During the rainy season, water pooled in the low areas and couldn't drain away. The ground stayed damp year-round.
The client ultimately agreed to build on a new site 1.2 km away. The new location was upwind of the processing plant, on a gentle slope with natural drainage, and only 300 meters from the mine's main haul road.
That camp has been in operation since 2023 — no drainage problems, no dust complaints.
A mine being built with two camps isn't poor planning. It's the natural rhythm of mine development.
First build: The exploration team needs to move in, as fast as possible. The camp will be demolished in 2-3 years anyway. Foldable containers, fast assembly and disassembly, good enough is good enough.
Second build: The production camp needs to last 5–10 years or more. The questions shift from "can people live here" to "can everyone fit here," "can this run for 10 years," and "is this environmentally compliant."
For modular building suppliers, both phases are business — just different product requirements. The first order is usually small, low-barrier, and short-cycle. The second order is large, demanding, and takes longer to win. But getting the second order depends on one thing: not messing up the first one.
Because if the first batch of buildings doesn't hold up, why would the client come back for a second?
