Papua New Guinea sits on some of the world's richest copper-gold deposits. But there's a catch — getting workers to the mine site, and giving them somewhere decent to live once they arrive, is one of the toughest logistics challenges in global mining.
PNG's terrain is brutally simple: mountains in the middle, ocean on all sides, and almost no roads. Most mines are hidden in the Central Range rainforest, tens or hundreds of kilometers from the nearest port. Between the coast and the mine: muddy jungle trails and countless rivers.
Conventional brick-and-mortar construction barely works here. Cement, rebar, sand — every bag has to go upriver by barge or, in the worst sections, by helicopter. Costs explode. Timelines become unpredictable. And worker accommodation becomes the weakest link in the chain — humid, mosquito-ridden, unsafe drinking water, just one breakdown away from a health crisis.
This is where flat-pack modular container units earn their keep. They're not building materials — they're finished rooms built inside a factory, folded flat, shipped, and unfolded on site.
Take 9States' recent delivery to a copper-gold mine in PNG's Western Province. The project needed accommodation and support facilities for 450 workers, deep in the mountainous rainforest.
Every room was manufactured as a flat-pack module at 9States' factory. A single 40-foot container can hold 8-10 complete room modules. The entire camp — dormitories, offices, medical rooms, canteen, showers, laundry — fit into roughly 65 standard containers.
The containers left Shanghai, crossed the South China Sea and the Pacific, and arrived at Port Moresby after roughly 12 days at sea. Standard container shipping — no specialized vessels, no oversized cargo permits.
From Port Moresby, the containers were transferred to smaller coastal vessels for a ~2-day voyage along PNG's southern coast to the nearest river offloading point near the mine.
The final leg: ~80 km of unpaved jungle road through the rainforest from the river to the mine. No highway, just a muddy track that gets worse in the rainy season. But flat-pack modules are compact and light enough for modified flatbed trucks to make the trip. Standardized dimensions mean each truckload carries consistent volume, keeping the build pipeline flowing.
Total transit time: factory to mine site in ~22 days.
Three 9States engineers supervised the local installation crew. Every module connects with bolt-on joints — zero wet work, no welding, no cement mixing. Dormitories are configured as 4-person rooms, each with independent air conditioning, mosquito screens, ventilation, and en-suite bathroom.
The canteen seats 150. The medical room is equipped for basic treatment and emergency response. The shower block runs on a dedicated hot water system, and the laundry room has industrial-grade washing machines.
From the first module arrival to full occupancy: 30 days.

The site manager put it plainly: "Before, we had tents — and in the rainy season, the ground was mud and mosquito soup. The biggest change since these container units arrived is that workers actually stay longer. Before, almost everyone left after one rotation. Now we're seeing resignings. The speed surprised us too — we budgeted three months for build-out, and it was done in one."
Papua New Guinea represents a category of mining challenge that's becoming more common: rich deposits in terrain almost completely lacking infrastructure. In these environments, conventional construction isn't just expensive — it's a project risk that can kill the economics of a mine. The modular approach flips the logic — instead of building on site, almost all the work happens in a controlled factory environment, and site work is reduced to bolting pre-finished rooms together.
